Médecins du Monde has a Night Shelter for homeless persons.

It is at 49, Alikarnasou str., Akadimia Platonos. It opens daily from 21:00 to 12.00. And it has the capacity to accommodate up to 50 persons per day. It is not an emergency shelter. Therefore, please check whether they have space before going there.

1. How can you register for accommodation at the camps?
Is moving individuals and families from one camp to another camp?

Before management can agree to take in new families. And before individuals and families can receive a cash card in the camp. The camp management have to submit the information to the KEPOM. It is a special team in the Ministry of Migration. KEPOM will confirm first from the camp management whether the refugee individual or family can be admitted into the camp.

All movements between camps will also be done via KEPOM, they will give the relevant permissions for people.

If camp management gives space to a family that is not registered via KEPOM.  KEPOM then allocate another person or family to that camp and  then the family could be moved out.

Even if people try to move between camps by other means. Then they will only be eligible to receive a cash card, that the KEPOM has given permission to them to be registered at.

2. Is Public Transportation is Free for Refugees in Greece (any discount)?

Public transportation in Athens and Thessaloniki is not free of charge. There has not been any directive from the government for free transportation to refugees.

However, asylum seekers and refugees may be exempt from paying the fare at public transports,  if they register at ΟΑΕΔ (OAED – Manpower Employment Organization) as unemployed.

3. How can I get financial help?

The cash card assistance programme is being implemented throughout Greece.  In coordination with the Ministry of Migration Policy and special thanks to funding by the European Commission.

This programme is carried out with the valuable support of the following partners:

  • International Rescue Committee (IRC)
  • International Federation of Red Cross (IFRC)
  • Mercy Corps
  • Samaritan’s Purse
  • Catholic Relief Services (CRS)
  • Care.

2018 Cash Assistance.

 In Greece, the government does not give refugees a cash allowance.

However, non-government agencies are now providing cash to people. And accommodation site in Greece and as well as to people in urban private apartments.

The Greece Cash Alliance has a hotline. It can help people apply for cash assistance and solve problems.

Catholic Relief Services (CRS) operates the hotline.

4. Can I travel to other countries if I have registered for Asylum?

If you are granted refugee, you can apply for a refugee travel document.
It might take several months until you receive.

This travel document allows you to travel anywhere. Except for your home country .
 A refugee travel document will not allow you to move to another European country permanently or to work there.

In case, if you move to another European country, you will need to struggle to access any services. 

5. What steps I can do if my Asylum claim is rejected?  

If your application is rejected, you have right to submit an appeal to the Greek Appeals Authority.

It is important to submit your appeal within the deadline. 

You also have the right to ask for the support of a lawyer or any other counsellor of your choice.
Also you have the right to get free legal aid through the Greek legal aid system or a NGO.
If your appeal is rejected, you can also  apply to the Greek court.

If you do not submit an appeal

The process for the return to your country of origin will begin.

The ‘Missing Migrants Project’ run by IOM supports searches for missing family members by referring you to Restoring Family Links Network of the Red Cross and Red Crescent Movement. Although Greece is a party to the 1951 Refugee Convention and ICESCR, Greece’s national policies and practices do not fully align with its international commitments with respect to work rights. Up until 2016, Greek legislation granted labor market access to asylum seekers and persons considered beneficiaries of international protection upon acquisition of residency and work permits. Greece’s 2016 Asylum Law removed the requirement of a work permit and now necessitates only a residence permit for entry into the labor market.

The EU recently launched the “Emergency Support to Integration and Accommodation” program in July 2017. This program will provide funding to the Greek government to help refugees secure urban accommodations outside of refugee camps, expanding freedom of movement with regard to work opportunities. Additionally, local NGOs like the Greek Council for Refugees and Social Work Foundation provide vocational programs for refugees.

Applicants for international protection in Greece have the right to work under the conditions set by Greek law. Asylum seekers can work legally in Greece if they have a copy of their asylum application or their asylum seeker card. Both give asylum seekers the legal right to search for paid employment in Greece or to be paid for providing services, such as being self-employed.

If you are aged 15-74, you can register at OAED under the following conditions:

  • You do not work;
  • You are not a student of any educational level;
  • You are available in the labour market;
  • You are actively seeking employment.

For the OAED registration you also need to obtain the following documents:

  • Social security number (AMKA) by a Citizens’ Service Center (KEP);
  • A tax registration number (ΑΦΜ) by the tax authorities at your place of residence;
  • A copy of the document demonstrating International Protection status;
  • Declaration of known residence, whether it is a hotel, house, apartment or official camp.

There is no need to obtain a work permit for foreigners, which was previously issued by the respective competent regional authority.

Cash Assistance

Since May 2017, cash assistance in Greece has been delivered through the Greece Cash Alliance (GCA) which is a group of NGOs partnering with and led by the United Nations High Commissioner for Refugees (UNHCR) with European Commission (EC) funding and in cooperation with the Greek Ministry of Migration Policy.

The programme is carried out with the valuable support of the following partners: International Rescue Committee (IRC), International Federation of Red Cross (IFRC) with Hellenic Red Cross, Mercy Corps, Samaritan’s Purse, Catholic Relief Services (CRS) and Care.

Unlike in some other European countries, in Greece, the government does not give refugees a cash allowance. However, non-government agencies are now giving cash to refugees in every formal site in Greece. [Agencies will be giving cash to refugees until the end of 2017. After that, an integration program for refugees living in Greece will begin – old information].

REFUGEE INFO

2018 Cash Assistance. Changes to cash assistance for people living in private accommodation in Attica. The Greece Cash Alliance has a hotline that can help people apply for cash assistance and solve problems they are having with their cash cards. Catholic Relief Services (CRS) operates the hotline.

You can call from anywhere in Greece, no matter which organization gave you your cash card. Operators speak English, Greek, Arabic, Farsi, Urdu and French.
